Should a casual rate be higher than the salaried equivalent?

Yes. Casual loading, usually 25%, compensates for having no paid annual leave, sick leave or notice period. Setting weeks worked to 52 for a salaried role and to the weeks you actually expect to work as a casual is the honest comparison.

Does overtime get taxed at a higher rate?

No - it is taxed as ordinary income. It can look higher on a single payslip because withholding schedules annualise that pay period, so a big overtime week is treated as if every week looked like that. It squares up in your tax return.
